Kemunculan alat negara di beberapa kegiatan deklarasi #2019GantiPresiden dianggap sebagai respon munculnya ancaman horisontal. Ketua Umum Partai Kebangkitan Bangsa Muhaimin Iskandar meminta pendukung masing-masing calon presiden untuk bisa mengendalikan diri dan tak saling memanasi. “Jokowi dan Prabowo saja sudah peluk-pelukan,” katanya saat mendampingi calon wakil presiden Ma’ruf Amin bersilaturahmi di Pondok Pesantren Lirboyo Kediri.
